Sustainable economic development in Valladolid through innovation

IDEVA is the Agency for Innovation and Economic Development of the Valladolid City Council. A multidisciplinary team that brings together professionals from very diverse sectors to make Valladolid a pioneer city in sustainable, balanced and circular economic development, which generates new opportunities for economic activity for entrepreneurship through applied innovation and digital transformation. It plays a key role in promoting public-private collaboration and in the connection between university and business to retain and attract talent. 

The Agency was created in 2011 and depends on the Department of Innovation, Economic Development, Employment and Commerce. What is its mission?

  • Launch unique projects in Europe hand in hand with other cities and as a mirror city. 
  • Provide service to companies for public-private collaboration. 
  • Attract and retain talent as a link between universities and companies. 
  • Obtain European funding to reinforce sustainable urban growth. 
  • Position Valladolid as a smart and climate neutral city. 

With the focus on the green and digital economy, the Agency assumes key challenges of the cities of the 21st century in line with the European Green Pact, the 2030 Agenda and the Spanish Urban Agenda. And, above all, the great challenge of the city for the greatest ambition in Europe: to be the first continent free of CO2 emissions in 2050.

Positioning Valladolid as a smart and climate-neutral city is the Agency's mission and that is why the Valladolid Mission focuses on urban transformation based on a new city management model to provide better services to citizens, placing the focus on applied innovation and knowledge transfer for decarbonisation.

A city with a solid, safe and well-connected business fabric; attractive for the development of life projects due to its social environment and its cultural and training offer. The Agency puts companies in contact with local agents to promote and facilitate their start-up and their integration into the economic environment of Valladolid.

Our city is a pioneer in Circular Economy. With the "Valladolid Declaration" it has taken over from Seville, which promoted this area after the Paris appeal in 2015. Seven years of intense work on this new economic model that goes far beyond "recycling" or waste management.

A European project with Portugal, Circular Labs, and a "circular" action plan are some of the achievements of its roadmap.

Let nature stomp on our streets, and be alive on facades, canopies, roofs or industrial spaces... It is part of the Valladolid roadmap and of European H202O projects such as URBAN GreenUP, which has launched these green urban solutions.

Sustainable and connected mobility

Valladolid has one of the most important charging networks in Spain and is a point of reference for its promotion of sustainable mobility, especially electric mobility. The Remourban project, a success story in Europe, has reinforced this network with pioneering actions in terms of public-private collaboration so that urban transport can be transformed and reduce emissions.

The Climate Neutral Mission puts Valladolid in line with the greatest European ambition. Ahead, a great challenge. And behind it, the experience in large innovative projects that have reinforced its action for the climate with successful cases such as Remourban, a benchmark in energy rehabilitation and sustainable mobility; other initiatives such as URBAN GreenUP have transformed a city that is increasingly stronger in the face of climate change.

One of the key programs of Valladolid City Council the Mision "100 Climate Neutral and Smart Cities by 2030". Valladolid is one of those 100 pioneering cities that Europe has chosen to accelerate the change towards a carbon-free continent by 2050, the objective of the European Green Deal. More than 200 cities from 38 countries and 130 million inhabitants make up this network of European cities for excellence. Eurocities reinforces every day the role and influence of local governments in the European Union to jointly address the challenges of the 21st century, with a strategic roadmap until 2029.
Valladolid belongs to the Eurocities network since 2017 and actively participates in its forums. The mayor, Óscar Puente, is vice president of the Economic Development Forum, which was held in 2019 in our city, with a focus on the Circular Economy. Other areas of common work, which affect citizens in their day to day, are the Environment, the Knowledge Society and the Urban Agenda.

Spanish Network of Smart Cities

This Network, with 93 cities and 44 municipalities, was formally established in Valladolid in 2012, after its foundation in Logroño. Its commitment: to promote the economic, social and business progress of cities through innovation and knowledge, supported by Information and Communication Technologies (ICT).
Its goal is to improve the quality of life of citizens with a common model of sustainable management in key areas such as electronic administration, social innovation, energy, the environment and urban mobility, a working group led by Valladolid.

Innpulso network

Valladolid has the distinction of City of Science and Innovation granted by the Ministry of Science, Innovation and Universities since 2010. It is a requirement to be part of the Innpulso Network - Network of Science and Innovation Cities- that integrates 83 municipalities. In addition, the Valladolid City Council is part of the Governing Council and leads the working group to strengthen the connection with the RECI.
Strategic alliances with other networks are the essential axis of this meeting forum to promote the development and management of smart cities, the improvement of public services and innovative public purchasing.

Michelin Cities Network

The International Network of Michelin Cities brings together 40 municipalities from 20 countries and 4 continents. They are sister cities, headquarters of factories or technological centers of this multinational, as it is the case of Valladolid. The city councils of the cities themselves lead the network.
In 2022, Valladolid has signed the "Commitment of Querétaro", Mexico, in Mexico, at the III International Conference of this forum. It advocates the urgent need for a just and inclusive transition in line with the ambition of the European Green Pact and with the Mission 100 Smart and Climate Neutral Cities 2030, of which our city is a part.

citiES 2030 is an initiative for the acceleration and application in Spain of the European Commission Mission "100 Smart and Climate Neutral Cities in 2030 by and for citizens". Seven Spanish cities are part of it: Madrid, Barcelona, Seville, Valencia, Zaragoza, Vitoria-Gasteiz and Valladolid.
This Horizon Europe mission is one of the main instruments to promote the economic and social transformation that European cities must undertake to achieve the ecological transition of the continent.

This platform coordinates, advises and shares the decisive steps of the "Mission 100 Smart and Climate Neutral Cities 2030" of Horizon Europe. Valladolid is part of this ambitious program, along with 7 other Spanish cities and cutting-edge urban centers that want to accelerate the decarbonization process.
Cities are leading the way in climate action, but still face many barriers. Net Zero Cities offers a common platform to identify them and help European municipalities overcome them so that citizens have a better quality of life and urban areas that new generations can also enjoy.

One of the most important working communities focused on climate innovation in Europe. Accelerating the transition towards societies with zero carbon emissions and based on the circular economy is its main mission.

It is part of the European Institute of Innovation and Technology (EIT) and fosters applied innovation to promote action for climate, through public-private collaboration and the triangle formed by the academic sector, companies and administrations.

Facing the main challenges and opportunities of sustainable development and climate change in the urban border space is the essential objective of this network of cities that forms part of the Atlantic Corridor.
Valladolid is part of several consortia in cooperation projects with Portugal, hand in hand with cities such as Salamanca, Ciudad Rodrigo, Aveiro, Figueira da Foz, Guarday Viseu. They share the common commitment to attract European funds for joint work and strengthen their economic, social and environmental growth.

Forum of Cities for Employment

This Forum of Cities, established in 2008 at the initiative of the Madrid City Council, brings together Spanish cities with more than 100,000 inhabitants to improve institutional cooperation at the local level through economic promotion, local development, innovation and social services.
One of its main objectives is to strengthen local labor insertion policies within the framework of the European Employment Strategy, through institutional cooperation and its alliances with the FEMP and SEPE, to adapt to the change in active employment policies.

Covenant of Mayors

It is the main global movement of cities and local governments that promotes comprehensive climate action and sustainable energy to mitigate the effects of climate change. It brings together more than 10,000 municipalities from all continents.

In Europe, the movement began in 2008 and the accession of Valladolid, in 2011, implied the commitment of the city with the objectives of the European Union in adaptation measures, climate change mitigation, just energy transition and C02 emissions reduction objectives. The current European goal is to reduce them by 40% in 2030.

By being part of this Agreement promoted by the European Commission, Valladolid undertakes to be a healthier and cleaner city, and, therefore, to accelerate its action plans in essential areas such as air, water, nature and biodiversity, the circular economy and waste, and noise.

Aligned with the Green Deal and the Sustainable Development Goals, the cities that have signed this agreement have to share, evaluate and communicate significant progress in these areas.

The Carbon Neutral Cities Alliance (CNCA) is a collaboration of the world's leading cities working to achieve decarbonization in the next 10-20 years, with the most aggressive Greenhouse Gas reduction targets fixed so far.

This supposes a radical transformation of the urban life system and this change must be fair and protect the most vulnerable, in the vision of CNCA. Valladolid participates in this forum with the exchange of experiences, initiatives and advances in this area.

Large Buyers for Climate and Environment is a European Commission initiative to promote collaboration between large public buyers in the implementation of strategic public procurement for sustainable solutions.

Public procurement, an area in which Valladolid has received recognition from the EU for its commitment to sustainability and the local economy, is a key tool for promoting the development of innovative goods and services in the European market. By working together and pooling their resources, cities, purchasing powerhouses and other large public buyers can maximize their market power and impact.

ICLEI and Eurocities are currently leading the initiative on behalf of the European Commission.

The European Declaration on Circular Cities is designed to drive the transition from a linear to a circular economy in Europe and thus create a resource-efficient, low-carbon and socially responsible society.

Our city is a pioneer in Spain in Circular Economy and has taken over from Seville with the declaration of Valladolid, hand in hand with the FEMP. Its circular roadmap underlines the role of local government in the circular transition as an engine of economic development and is part of a collaborative effort with the OECD and other European cities.

Its mission: promote the competitiveness and development of its partners in the housing and construction industry through innovation, collaboration, training, internationalization and communication.

Promoting the development of the Bioenergy sector in Spain is the fundamental objective of the Spanish Biomass Association. It brings together the main players in this sector that cover the biomass value chain.

The Agency for Innovation and Economic Development of the Valladolid City Council supports this association in the organization of the Renewable Gas Show that presents the latest in technology, knowledge and resources in our city to accelerate the successful implementation of biogas, biomethane and other projects renewable gases in Spain.

The Scholarship program for university graduates, which is renewed every year, is committed to the transfer of knowledge between university and business and to job placement after the internship period for young graduates, which has exceeded 55% in recent years.

Subsidies for new SME business

Support for new entrepreneurs called every year by the Agency for Innovation and Economic Development of Valladolid City Council.

With a budget of 600,000 euros, non-refundable, these subsidies help with the costs of starting a business for SMEs, individuals, communities of property, civil companies or other economic entities without legal personality.

For companies in the municipality of Valladolid that develop innovative projects linked to decarbonization with an impact on the city and that contribute to sustainable urban growth and social and citizen well-being.

Linked to the Mission 100 Smart and Climate Neutral Cities 2030, these grants support applied innovation in both products and services or new decarbonization processes that seek to reduce polluting greenhouse gases.

ReactiVa 2020

A shock plan of the Valladolid City Council in the face of the Covid crisis, ReactiVA, has supported SMEs, micro-SMEs and the self-employed with a direct subsidy of 13 million euros, to alleviate the negative effects of the health crisis and the different measures derived from state situations alarm.

In addition, companies from all sectors have received financial support from the ReactiVa Digital program for expenses and investments in their digital transition.

Electric Vehicle Office

“Valladolid addresses the challenge of digitizing urban transport, within the framework of its objective as a city EU Mission towards climate neutrality and decarbonization, focusing its actions on areas such as: Autonomous and connected vehicles; air mobility (drones) and U-Space; Intelligent Transportation Systems; Publication of open transport data; Mobility as a service.

The Electric Vehicle Office (OVE) of the Innovation Agency works on pilot projects in public-private collaboration with all the agents of the mobility ecosystem in sectors such as manufacturers, components, distribution, software development, ICT infrastructures and electrical infrastructure, serving the city as a Lab and Hub for applied innovation regulated by the new and pioneering Municipal Ordinance "Valladolid Lab".

Internships in companies (Funge Scholarships)

Entrepreneurs, tutors and students from Valladolid participate every year in the Internship Program in Modernization, Digital and Green Transformation of the business community of Valladolid, which is financed by the Valladolid City Council through the Department of Innovation, Economic Development, Employment and Commerce and its Agency and manages the General Foundation of the University of Valladolid.

The job placement of interns exceeds 50%. The municipal budget is around 500,000 euros and by sector, the greatest demand is among architecture, construction, digital marketing and consulting companies.

Expanding and enriching the traditional vision of crafts through digital creation and the use of new technologies is the focus of this IV edition of the Meeting of Artistic Trades and Innovation promoted by the Valladolid City Council with the help of Foacal and Cearcal.
A pioneering event in Spain that connects the most traditional trades with new forms of digital and virtual design in a multidisciplinary environment: creators, designers, manufacturers, technology experts, professionals in the use of digital and manufacturing tools, programmers, artists, entrepreneurs, creators and producers of video games and animation, makers, fans, techno-addicts and the curious.
