Strategic alliance between the three levels of territorial administration to develop a European programme to combat climate change in Valladolid

This is the first time that all three levels of government in Castilla y Leon have been involved as partners in a single European project on climate change. The City of Valladolid is allied with the Junta de Castilla y León, through the Foundation of the Natural Heritage of Castilla y León, and the Diputación de Valladolid, which will coordinate the regional consortium. The Cluster of Efficient Habitat, AEICE, because of its link with territorial economic development and facilitation of public-private partnerships, is also part of the project.

Valladolid’s Consistory has today ratified in the Local Government Board its participation in this initiative, ADAPT2CYL. A project to be 100% funded by a grant from the Horizon Europe programme. Its objective is to develop a strategy for Castilla and León’s adaptation to climate change in order to make the region more resilient, in coordination with the regional, provincial and municipal governance. The project will contribute to achieving the objectives of Valladolid Climate Mission for the decarbonization of the city.

This common path, which was launched in October, with an 18-month implementation period, will include a specific action and investment plan. The Valladolid City Council will take charge of communication and local dissemination actions with workshops for citizen participation. It will build on its own Valladolid Climate Change Strategy, approved in March 2022, to prioritize actions that are effective and replicable at provincial and regional levels.

Context and European funding

The project has a total budget of 210,000 euros, of which the Valladolid City Council will receive 42,000.

ADAPT2CYL will be 100% funded by a grant within the European Commission’s Climate Change Adaptation Mission, in which both the Junta de Castilla y León and the City Council participate. Specifically, this is a call for the Pathways2Resilience (P2R), coordinated by EIT Climate-KIC.

P2R will support at least 100 European regions and local authorities in developing transformative solutions to promote their climate adaptation. Its budget is EUR 21 million, divided into two calls. 

In the first, with 164 applications, 40 regions representing more than 53 million people have been selected to implement the P2R methodology on what they call Regional Resilience Journey. Includes training, learning and knowledge exchange opportunities.

On 18th September, the European Commission published the list of projects funded, stating that the ADAPT2CYL project was one of the projects benefiting from Horizon Europe through its Climate Change Adaptation Mission.

This new European project ADAPT2CYL is part of the actions of the Valladolid Climate Mission, which aims to achieve the decarbonization of the city and adaptation to climate change by 2030.

Valladolid is one of the '100 climate neutral cities in Europe by 2030, by and for citizens', chosen by the European Commission in April 2022 to be part of this mission, leading the way in achieving climate neutrality by 2030, inspiring and charting the way forward to achieve the goals of the European Green Pact.

Valladolid was also selected to be a signatory of the Climate Change Adaptation Mission Charter in January 2023, through which the city declared its willingness to cooperate and align its intentions with those of other signatories, to mobilize resources and develop activities in our territorial area to achieve climate change adaptation goals. 

The Valladolid City Council is committed to reducing the city’s carbon footprint and involved in different projects and activities to fight climate change and environmental pollution, which in turn improves the quality of life for citizens. Thanks to this great effort, today the city of Valladolid serves as an inspiration for other cities around the world in their quest to make our cities more sustainable.
