The City Mayor, Jesús Julio Carnero, has announced that, from today on, the self-employed registered in Valladolid who prove their activity properly will be able to park more than 2 hours and without time limitation in the blue zone of the area regulated by the ORA, without having to move their vehicle, paying for the time they are parked according to the 2nd hour’s rate.
As the mayor has stated, "this is a measure very much in demand by this group, which also has a positive effect on the citizens themselves, since these workers will not spend as much time as before in carrying out their tasks in their businesses or homes".
This situation is particularly affecting the associations aligned with the construction sector (electricians, plumbers, suppliers and fitters of installations, furniture, etc.); telecommunication services professionals and those in computer system maintenance and repair services.
The vehicles involved are those defined in the General Vehicle Regulations as truck, van, passenger car derivative or adaptive mixed vehicle, whose MMA does not exceed in any case of 3,500kg.
Procedure for obtaining and renewing
Applications and renewals will be handled electronically, on the website www.valladolidora.com or through the oravalladolid@telpark.com app.
Documentation to be provided:
ID for the assumption of natural person
In the case of self-employed associates: CIF and documents of incorporation of the entity owning the vehicle
Certificate of registration in the census of economic activities of the State Agency of the Tax Administration under one of the headings indicated in the previous paragraph and fiscal address in Valladolid
Vehicle technical inspection card, for the purpose of checking the construction classification code of the Directorate-General for Traffic
Registration of the vehicle for which the card is requested, in which the title must be indicated in accordance with the data used in the census of economic activities. In the case of rented vehicles, the contract must be submitted where the applicant is listed as the lessee

Signing of agreement with ATA CyL
This advantage to park in the city has been explained within the framework of the signing of an agreement between the mayor and the president of the Association of Self-Employed Workers of Castilla y León (ATA CyL), Leticia Mingueza, a first-time pioneering initiative, with the aim of implementing support measures for self-employed workers, currently estimated at 15,952 in our city.
The agreement will be managed through the Innovation and Economic Development Agency, IdeVa. It is endowed with 55,000 euros, financed in 95% by municipal budget, and seeks to establish a framework for permanent collaboration and fluid communication between the self-employed workers and the City Council.
In this sense, the mayor has brought into attention that "the objective is to respond to the demands and needs of a group which represents 10% of the workers of Valladolid. It is an initiative that complements other investments of the City Council, such as financial support for new businesses, in which 85% of beneficiaries are self-employed, or the 'Valladolid Consolida' programme to strengthen the competitiveness of our companies".
The president of ATA CyL, Leticia Mingueza, highlighted: "Thanks to this agreement, support measures for entrepreneurs and self-employed people will be implemented and tools to facilitate their day-to-day in areas such as digitization, cybersecurity, business management, energy savings and efficiency. They will be supported before and during the start-up of their activity, but so will be existing businesses, ensuring their consolidation and survival".
Counselling and training
he city’s self-employed and entrepreneurial people will have an information and advice service, face-to-face and via phone. The service will be attended with quality and agility, since the queries will be answered in a maximum of 24-48 hours.
In addition, the City Council, together with ATA CyL, will develop 2 pilot training projects to update essential skills that strengthen competitiveness and business opportunities. It will focus on three areas:
• Improve the processes of digitalization of activity, especially cybersecurity
• Management of the enterprise
• Energy saving and efficiency, including measures to reduce the carbon footprint
