S2CITY -Intelligent Citizen and Tourist Services System- is a digital transformation project that seeks to offer citizens and visitors unique access to Valladolid's municipal services, using new technologies. In addition, it launches a data-based smart city office to improve efficiency and transparency in the management of services through digitization.
It is a project of the Smart Cities program, co-financed by the Valladolid City Council and FEDER European funds, and managed by the public entity Red.es
Integrated system
In recent years, a new paradigm has been established aimed at sharing information in order to find out in an integrated way everything that happens in the city, how services work and how users use them. By crossing these data from multiple sources and applying analysis and treatment techniques, it will be known in detail how citizens use the services to optimize them, be more efficient and thus improve governance.
The data economy
Part of this data will be used to feed an open data portal in which anyone can make use -commercial or not- of some of them, once they are anonymous. It is what is known as the “data economy”; encourages the creation of an ecosystem of public and private initiatives that generate added value from its use. In addition, all these sources and others of statistical origin will make it possible to define a set of indicators that will offer the public and municipal managers a control panel with information on the situation of services in the city. Many of these elements will be incorporated into a new Transparency portal that will improve the one that currently exists.
Citizen participation
Another key to the project is the promotion of citizen participation through group work tools, new mechanisms for collecting complaints and suggestions and their integration, with the current participatory budgeting website, in the new Participation Portal.
Sustainable habits
Another objective of the project is to raise awareness among citizens for a better use of municipal services and encourage sustainable behavior individually and collectively, by promoting the use of public transport, walking or less use of elevators in public buildings. To this end, a mobile game will be designed that will reward the most loyal users with points; They can exchange them for prizes and discounts in shops, cultural and tourist activities.
