PROSPECT is a European H2020 training program for cities and regions in innovative financing instruments for the execution of energy efficiency and sustainability plans.
After the success of the first PROSPECT edition in 2020, the second, PROSPECT+, has started with the same goal: to improve the capacities of European regional and local authorities to finance and implement their energy sustainability action plans with mechanisms of innovative financing.
All this in order to achieve cleaner and healthier (urban) environments for citizens, and to reach zero emissions by 2030 as stated in the Valladolid Mission.
Valladolid, partner and mentor
Valladolid participates in the project as a partner and mentor city, through the Agency for Innovation (IdeVa) and focuses on the field of Mobility and Urban Space, contributing with the city's experience in the implementation and financing of sustainable mobility initiatives. It assists other European cities and regions in the implementing of their own Sustainable Energy and Climate Action Plans, together with a group of mentors from three other European countries' Agencies.
Five areas and five learning modules
The learning focuses on sharing innovative financing schemes for five key areas with five learning modules: public and private buildings, lighting, transport and cross-cutting issues. The focus is on improving decision making and evaluation in selecting fundable projects. Each learning programme lasts approximately 6 months, with 5 online meetings and one face-to-face meeting where circumstances allow for travel.
Objective: reach 200 cities and regions in the EU
PROSPECT+ intends that more than 200 cities and regions of the European Union located in at least 20 of its Member States improve their capacities when it comes to financing and implementing their Action Plans for Climate and Sustainable Energy (PACES) and similar others, so that they accelerate their pace to achieve their climate and energy goals.
Experts from local and regional entities share their experience through mentoring tutorials, in teamwork that allows participants to identify new financing mechanisms to overcome financial challenges and barriers involved in applying their energy plans and climate action (PACES). In addition, the project contemplates a "Community of Practice" to promote the exchange of best practices and participation in debates on the obstacles faced by local authorities when undertaking optimal investments in sustainable energy and low-cost mobility on time emissions.
